The English dub track for this palpably detracted from my viewing experience.
That's how I watched it the first time. Some lines sounded flat or their pacing forced. Of particular note was one 'nerdy' woman who droned like an android with only it's factory I/O software installed. But since I could already tell something had been lost in translation, I watched it again using the Japanese voice track.
It was like a whole different movie. Even though I hardly understood a word, I could tell the emotions involved and got a more accurate phrasing of the script via subtitle. Aside from the quite unconvincing look of Godzilla's protoform (which was probably meant to look that way as 'awkward and primordial'), and the rather uncomfortable phallic aspect Godzilla's tail took on by spraying it's own 'gamma breath'... I liked that movie.
It was very serious, providing a believable 'Godzilla film'; one without senseless spectacle or humanity just losing it's mind as it faced him. Here the true problem was political and bureaucratic interference with them enacting solid plans.
